As we step into 2024, let’s revisit the diverse accomplishments of my 2023 research journey. In addition to publications, impactful talks and public appearances have provided rich insights in the study of parliaments. Many thanks to my colleagues, collaborators and my entire team for contributing to this journey.
ARPC workshop
A workshop on “Advanced analysis and recognition of parliamentary corpora” (ARPC) will take place at the International Conference on Document Analysis and Recognition conference (ICDAR 2024, 30 August – 4 September 2024) that will take place is Athens, Greece.

To BHMA presents feature story on Smart Parliaments
Greece’s major newspaper TO ΒΗΜΑ TΗΣ ΚΥΡΙΑΚΗΣ included on 27 November 2022 an impressive story on the occasion of the publication of the edited volume titled Smart Parliaments: Data-Driven Parliament (Brussels: European Liberal Forum) by the Hellenic OCR Team.

Edited Volume on Smart Parliaments
The Hellenic OCR Team is incredibly proud to announce the publication of its first collective authoring effort titled Smart Parliament: Data-driven Democracy. The book is jointly edited by the Team’s co-founders, Fotis Fitsilis and George Mikros. The book is published by the European Liberal Forum as part of its Techno-Politics Series.
Interoperability laboratory paper

Wroxton 2022 working papers
The 15th Workshop of Parliamentary Scholars and Parliamentarians, held on 30-31 July 2022 in Wroxton, UK, included several presentations on state-of-the parliamentary topics. Among them there were two contributions of mine on artificial intelligence and crowdsourcing.
Evidence-Based Policy Creation in Parliament
This state-of-the art piece of research at the International Journal of Parliamentary Studies tackles policy creation process in parliaments from the digital perspective.
Interoperability Legal Patterns
My insightful conference paper at the ICEGOV 2021 in Athens together with Victoria Kalogirou investigates the vast possibilities of legal informatics to advance systemic interoperability in the case of Greece.
LEOS diversification
This is already our second joint paper with Sotiris Leventis and Vasileios Anastasiou on the transformation of parliamentary control. Here, the Legislation Editing Open Software (LEOS) is used as the primary system, which is linked through software agents to an independent data source.
Digital parliamentary diplomacy
I am proud of our joint working paper with Stelios Stavridis on digital parliamentary diplomacy, which has just appeared as the most recent of the Hellenic Observatory’s GreeSE discussion papers.
Parliaments and AI
My latest publication on the application of Artificial Intelligence (AI) in parliaments has just been published at The Journal of Legislative Studies! As one of the first academic publications on the topic, it analyses the relevant case study from the Committee for the Future in the Finnish Parliament and draws conclusions for the digital evolution of legislatures.
New article on parliamentary control
Hellenic OCR Team co-founders Fotis Fitsilis and George Mikros have published their latest open access article in the Journal of Open Humanities Data! This is the flagship publication on the science and methods behind the Team’s unique composition and approach.
My lecture at the UAegean
On May 21, 2021 I had the pleasure to give an invited lecture titled “Digital Transformation and Parliamentary Procedures” at the University of the Aegean.
EU Twinning Projects in Serbia
This is a state-of-the-art scientific analysis on EU Twinning Projects in Serbia just published on Contemporary Southeastern Europe. It was jointly drafted by Fotis Fitsilis and Aleksandra Jovanovic and among others constitutes good practice of Twinning follow-up cooperation.

Media appearances
In the first week of June 2020, I had a couple of interesting media appearances to introduce the topic of digital regulation to the public.
Regulating the Digital World
On 4 July 2020, I had the privilege to co-organize, jointly with the Konrad Adenauer Foundation, a webinar with the title ‘Regulating the Digital World’. The event was based on my recent book Imposing Regulation on Advanced Algorithms (2019, Springer).
Knowledge management as a parliamentary challenge
This is the beginning of a series of brief articles originally posted on LinkedIn that have been developed to highlight significant concepts and argumentation in relation to parliamentary development and governance matters. The articles have been jointly developed by Dr. Fotios Fitsilis and Bruce Philip Todd and are pieces of a larger mosaic soon to be put together in the form of a book covering the sector. The first article deals with knowledge management in the parliamentary context.
My new article on SDGs
My new article, jointly with Franklin De Vrieze, just came out on the Journal of Legislative Studies. It is titled ‘How parliaments monitor sustainable development goals – a ground for application of post legislative scrutiny’.
Teaching at the National School of Public Administration and Local Government
Herewith I announce my appointment to the teaching staff of the National School of Public Administration and Local Government! This assignment is linked with the design and operation of an innovative legislative drafting laboratory.

Middle East Conference in Doha
I am delighted to announce that my paper has been accepted for presentation at the Inaugural Middle East Conference in Doha, originally planned for 20-21 April 2020. Unfortunately, also this conference has been postponed for reasons related to the outbreak of the COVID-19 virus. Below the outline of my presentation.

Impressions from the ICON-S in Florence
The Italian chapter of the ICON-S organized its second conference, which took place at the premises of UniFI, Università degli Studi di Firenze, in Florence, from 22nd to 23 November 2019. This international public law conference was titled Le Nuove Tecnologie e il Futuro del Diritto Pubblico (New Technologies and the Future of Public Law).

These data sets originate from three distinct research sectors that are being pursued by our Parliamentary Foresight Lab, a virtual research laboratory in the Department for Scientific Documentation and Supervision at the Scientific Service of the Hellenic Parliament.

The Hellenic OCR Team announces the finalization of the software development project Tool for Extracting Quantitative Text Profiles. The code was developed by Panagiotis Papantonakis for GSoC 2019. Project management was undertaken by Hellenic OCR Team members, so called mentors.

After a career as a research engineer in Germany, he worked as Special Advisor for Business and Industry in the Greek Ministry of Development.
